Corona pandemic – masses suffer the most: When all of us were
trying to believe that the corona curve was tapering down, and things
were coming to normalcy, the second spell has started and this time, the
spread is very fast. Even during the first spell, we experienced the
inadequacy of the measures from the Government due to which people at
large suffered a lot. Workers, particularly the daily wagers, contract
workers, migrant workers were the worst hit. Many of them lost their jobs
and many of them their livelihood.

18th April 2021 was a shocking and very sad day for all of us when our beloved leader Com
N.K Gaur, Former Vice President, AIBEA, Former General Secretary, Punjab Bank Employees’
Federation, Former General Secretary, All India State Bank of Patiala Employees’ Federation,
took his last breath. We have lost a great leader of bank employees’ movement, a fighter, a
mentor and a very kind human being. Born on 6th October, 1948 and he joined State Bank of
Patiala on 18th June 1969. He was elected Central Committee Member of the State Bank of
Patiala Employees' Union in 1971, as Regional Secretary in 1973 and due to his versatile
qualities of leadership, he was elected as Asstt. General Secretary in 1975.

though the Budget Session of the Parliament has ended, it is necessary that we must

must also prepare our members for further intensified actions looking to developments
from the government side.

All of us are observing that the Government is remaining adamant to the demands of the
farmers and hence the struggle of the farmers continues. Even in the latest round of
negotiations with the farmers’ representatives, the Government has shown their inflexible
approach. Hence the farmers have decided to intensify their agitation.

Comrades, you will agree with us that running a organization is a mammoth task
and it also needs huge funds to maintain such a big organization. Normally AIBEA
do not believe in collections but it is a tradition that AIBEA collects levy at a
nominal rate from the comrades when they are paid arrears. Accordingly, this time
also we request the Unit Secretaries and Presidents to collect Levy @ 4% of Net
arrears payable, after deducting Provident Fund Contribution but before deducing
income tax. We are proud of UCO Bank Comrades, who are always ahead in
implementing each and every call of AIBEA. It is sacred duty of all of you to pay levy
@ 4%. Office Bearers and CC Members have special responsibility to ensure that
levy from each and every member in their area is collected as per guidelines given
in this circular.
