Unions and members are aware that on 7th December, 2023, the MoU was signed between IBA and our Unions by the which wage revision was agreed at 17% hike over the wage bill as on 31-03-2022 i.e., a total of Rs. 12,449 crores.

All our units and members are aware that since the term of 11th Bipartite Settlement was getting ended on 31-10-2022, we had submitted our common Charter of Demands to the IBA for the 12th Bipartite Settlement.
Though the demands were submitted to IBA in October, 2022, IBA did not invite the Unions for any negotiations on the same. Hence UFBU met in Mumbai on 12-1-2023 and gave the call for Strike on 30th and 31st January, 2023. Because of this, on 21-1-2023, the Government advised the Banks to commence the negotiations for the 12th BP Talks.

All of us are aware that last year when the management of our Bank issued transfer orders in violation of existing agreements and provisions of Bipartite Settlement to nearly 4000 clerical staff in the name of periodical rotation, and forcibly relieved them ignoring the provisions of I D Act, we gave the call for strike on 30th and 31st May, 2022. During the agitation, on 24-5-2022, management signed an MoU and agreed to review and cancel all the interstation transfers as per the existing Settlement. Hence, our strike was deferred. But management did not implement this MOU. Even the decision of Kerala High Court was ignored.

As a result of our strike notice and amidst enthusiastic preparation of the various programmes, Shri. Remis Thiru, Chief Labour Commissioner, Ministry of Labour, Government of India had called for a conciliation meeting yesterday afternoon at his office in Delhi.

UFBU Circular : Further to the last round of discussions held with IBA’s Negotiating Committee on 29.9.2023, meetings of Working Groups on 1. Special Pay posts and duties, 2. Revised DA Formula, 3) Disciplinary Action & Procedures for workmen, 4) Officers Disciplinary Procedure Conduct Rules and 5) Leave and LFC rules were held on 11th , 12th, 13th and 26th October, 2023.

UFBU CIRCULAR NO. 13 Dt. 13-9-2023: Further to the discussions held with the IBA’s main Negotiating Committee on 31-8-2023, discussions were held at the Core Committee level set up exclusively for the demands of the workmen unions and officers associations. Discussions were held with Workmen Unions on 12-9-2023 and with Officers Associations on 13- 9-2023 respectively

UFBU Circular Dt. 31-8-2023: Unions are aware that a round of discussion was held with the main Negotiating Committee on 28-7-2023, when two Sub-Committees were formed to discuss the respective issues of Workman Unions and Officers Unions. On 7-8-20023 the 1stround of meeting with the Sub-Committee was held. We had requested the IBA to hold the next round of meeting with the Main Committee so that the discussions can be carried forward.

We are extremely disappointed to observe that the management has not taken any steps whatsoever towards mitigating the issues that have come up due to acute shortage of clerical and sub staff at several branches.
You may be aware by now that many of our branches are running with a huge deficit of subordinate staff to an extent that nearly half of Our branches are running without a single permanent subordinate staff - House keeper cum peon.
